Pennsylvania State Police will start citing drivers for picking up their phones even at a red-light starting June 6. The Paul Miller law was put into effect after a tractor trailer hit Paul’s car, killing the 21-year-old. The driver of the tractor trailer was distracted by texting while behind the wheel.
